  • Prioritize Performance-Based Stability: The Bank of Canada should immediately initiate rolling accreditation reviews. Critically, legacy access methods (screen scraping) must only be phased out once mandated data providers achieve 99.5% API uptime and data completeness. Tying the transition to technical performance, rather than arbitrary dates, eliminates systemic risk and prevents consumer service disruptions.
  • Ensure Competitive Fairness: To drive true innovation, all accredited participants must have the right to utilize consumer-permissioned data for essential internal operations鈥攊ncluding fraud detection, AI/ML risk modeling, and cybersecurity. Granting new entrants the same data-utilization rights as incumbents is vital for maintaining a level, competitive playing field.
